[Regression] Normal Map texture looks all black in the Project View
Steps to reproduce:
1. Open attached project "935158.zip"
2. Select "heatwave.png" in the Project View
3. Change its texture type to 'Normal Map'
4. Hit 'Apply'
Actual result: 'heatwave.png' looks all black in the Project View if its texture type is set to Normal Map (image attached)
Reproducible with: 2017.1.0b7, 2017.1.0p1, 2017.2.0b5, 2017.3.0a2
Not reproducible with: 5.6.2p4, 2017.1.0b6
