USD asset import rotation does not match the FBX asset import rotation
How to reproduce:
1. Download the user-submitted asset archive(fbxUsdImportRepro.zip)
2. Create a new Unity project
3. Download and import the USD package
4. From the asset archive import the 'rotationLTest_scaled.fbx' and add it to the scene
5. From the top bar select USD > Import as GameObjects and select 'rotationLTest_Scale_001.usda' from the asset archive
6. Compare the GameObjects in the Scene View
Expected result: both the fbx and the usda assets match in rotation
Actual result: the usda asset does not match the fbx asset - it's off by 180 degrees on the Y axis
Reproducible with: 2018.4.8f1, 2019.2.6f1, 2019.3.0b4, 2020.1.0a4
Could not test with: 2017.4.32f1(USD package unavailable)
Reproducible with package versions: preview.4 - 1.0.0, preview.1 - 1.0.1
