[URP][VR] Realtime lights glitch depending on camera position in VR
Steps to reproduce:
1. Download 1188816_repro.zip and open "SampleScene" scene
2. Enable XR
3. Enter Play mode
4. Move camera close to the game objects
If the issue isn't reproducible
5. Delete Material from Assets folder
6. Create new Material and add it to all game objects in the scene
7. Repeat 3 and 4 steps
Results: Lights blink. The issue is reproducible if two intersecting Lights illuminating the same object.
Reproduced with: 2020.1.0a7 (URP 7.1.2), 2019.3.0b5 (URP 7.1.2)
Not reproducible with: 2019.1.14f1
Regression introduced in: 2020.1.0a1, 2019.3.0b2
