[UIElements] ToolbarMenu elements close and immediately reopen when clicked
How to reproduce:
1. Create a new project
2. Open the Package Manager window
3. Click on the "Packages:" drop-down menu
4. Repeat step 3
Expected results: the menu closes
Actual results: the menu closes and immediately reopens
Reproducible with: 2020.2.0a19
Not reproducible with: 2018.4.25f1, 2019.4.5f1, 2020.1.1f1, 2020.2.0a18
Notes:
-Seemingly all of the ToolbarMenu elements in the Editor are affected
-The ones I've found are:
"Sort:" and "Add" in the Package Manager window
"Add" in the Hierarchy window
"Add" in the Project window
"Clear" and "Editor" in the Console window
