SSGI is enabled in the default "Balanced" HDRP Asset when it's not even enabled in the "High Fidelity" Asset
How to reproduce:
1. Open a new "3D Sample Scene (HDRP)" project
2. Select the "Assets -> Settings -> HDRP Balanced" Asset in the Project Browser
3. Observe the "Lighting -> Screen Space Global Illumination" value in the Inspector
Expected result: SSGI is disabled
Actual result: SSGI is enabled when even in the "High Fidelity" Asset it's disabled
Reproducible with: 12.1.4 (2021.2.13f1), 13.1.5 (2022.1.0b9), 14.0.0 (2022.2.0a5)
Couldn't test with: 7.7.1 (2019.4.36f1), 10.8.1 (2020.3.30f1) (the "Balanced" HDRP Asset doesn't exist)
