Shader Graphs do not open if created before Shader Graph is reinstalled
How to reproduce:
1. Open up any project with Shader Graph added
2. Create and Open a Shader
3. With the Shader Editor for that Shader open Remove Shader Graph from Package Manager
4. Install Shader Graph again
5. Try and open the same Shader
Actual result: That Shader and older Shaders cannot be opened even though they are detected, and Inspector for them is working, it will only be able to be loaded once Editor is restarted, reimporting the Asset doesn't fix the issue, but "Reimport All" does
Expected result: The same shaders can be immediately opened
Reproducible with: 10.10.1, 12.1.11, 14.0.7, 15.0.5, 16.0.1 (2020.3.47f1, 2021.3.24f1, 2022.2.17f1, 2023.1.0b13, 2023.2.0a11)

Resolution Note:
I'm marking this as a known issue that we'll bundle with a larger set of quality fixes we're working. The asset handling is included here, so this is a great issue for us to make sure we're addressing.
That said, ;package shenanigans can lead to a variety states across several systems. There are general improvements here that we need to make, but I we don't think we'll address this as a separate issue.
