Pop-up/dropdown option is selected on release, instead of on press
Reproduction steps:
1. Open the “EmptyProject“ or any Unity project
2. Select any GameObject
3. Select the Layer dropdown in the Inspector
4. Press on any layer
Expected result: The pressed layer is selected and the Layer dropdown is closed
Actual result: Nothing happens on press, only on release
Reproduced in: 2020.3.37f1, 2021.3.7f1, 2022.1.10f1, 2022.2.0b2, 2023.1.0a4
Reproduced on: Windows 11, macOS Monterey 12.0.1

Resolution Note:
As per UX and Quality, dropdowns used here are the native OS popups, all of which behave by only selecting on release. This is consistent and also not something that we can easily change while we're using the native pop ups. This will be included in future UI Toolkit requirements (ie. popup and dropdown selection should happen on release for consistency).
