[LWRP][XR LIH] Light does not Illuminate GameObjects at a certain position when XR is enabled
Steps to reproduce:
1. Open users attached project "LightsBugUnity.zip"
2. Open "SampleScene"
3. In the Hierarchy Window select "Cube"
4. Move it across the X-axis
Expected results: GameObjects are lit by a Light source
Actual results: Light turns off or illuminates only one Gameobject when a GameObject is in the specific Illumination area
Reproducible with: 2019.2.0b10(6.9.0), 2019.2.0f2(6.9.1), 2019.3.0a11(7.0.0)
Not Reproducible with: 2019.1.14f1(5.16.1)
Note: this issue tends to reproduce with Spot Light and Point Light
