[LWRP] Pixelated shadows on Android devices with OpenGLES2
To reproduce:
1. Open the attached project;
2. Make sure Graphics API is set to OpenGLES2;
3. Build and run "SampleScene" on Android devices.
Reproduces with: 2019.1.0b4 (5.3.1 package), 2019.2.0a6 (5.3.1 package)
Does not reproduce with: 2018.3.7f1 (4.1.0-preview package), 2019.1.0b4 (5.2.3 the scene has no shadows on Android devices)
