[LWRP] GameObject's shadow is not animated when Skinned Mesh Renderer's 'Shadows Only' property is selected
How to reproduce:
1. Open user's attached 'DE-Ghost.zip' project
2. Open SampleScene
3. Turn off 'Maximize on Play' in Game View
4. Enter Play Mode
5. Press 'W' key for a few seconds
Expected result: Shadow of GameObject is animated
Actual result: Shadow of GameObject is not animated
Reproducible with: 2019.2.5f1 (LWRP 6.9.0), 2019.3.0b3 (LWRP 7.0.1), 2020.1.0a4 ( LWRP 7.0.1)
Could not test: 2017.4, 2018.4 due to serialization, CS0162 errors, 2019.2.0a1, 2019.3.0a1 due to pink textures
