[HDRP] Scene View is tinted when a new HDRP project is created
How to reproduce:
1. Create a new HDRP project and observe the Scene View
Expected result: Scene View is not tinted
Actual result: Scene View is tinted
Reproducible with: 2019.2.6f1
Not reproducible with: 2019.2.5f1, 2019.2.7f1, 2019.3.0b4, 2020.1.0a5
Could not test: 2017.4 HDRP is not introduced, 2018.4 no option to create a new HDRP project
Note: Scene View may appear in a different color tint on a newly created project
