[HDRP] Maximum Light Count takes into account far distant lights not visible on screen
Steps to reproduce:
1. Open attached project
2. Select HDRenderPipelineAsset
3. Observe the Lights sections Maximum Punctual on Screen is set to 10
4. Check scene view and move the camera away from the far distant plane
5. Notice that all lights appear/disappear when the camera is also in far distant plane view
Expected result: Maximum Light Count should not take into account far distant lights not visible on the screen
