HDRP HDR mode does not show on the Scene View when toggling "Use display in HDR mode"
Reproduction steps:
1. Open the attached project “IN-3098.zip”.
2. Open “Assets/SampleScene.unity”
3. Click Edit > “Project Settings”
4. On the left click Player
5. Click the “Other Settings” dropdown and find “Use display in HDR mode”
6. Observe the difference between Scene View and Game View when toggling “Use display in HDR mode”
Expected result: Scene View and Game View look similar with enabled HDR mode.
Actual result: Scene View does not update to HDR mode, while the Game View does.
Reproducible with: 13.1.1 (2022.1.0a16), 13.1.8 (2022.1.10f1), 14.0.3 (2022.2.0b2), 15.0.0 (2023.1.0a4)
Not reproducible with: 10.9.0 (2020.3.37f1), 12.1.7 (2021.3.6f1), 13.1.0 (2022.1.0a15)
Reproducible on: Windows 10 Pro 21H2
Note: Reproducible only on an HDR-compatible monitor.

Resolution Note:
The Scene view is not running in HDR on purpose due to internal limitations on how Unity handles scene view.
