HDR Reflection Probe encoding takes much longer on Android when set to Normal
How to reproduce:
1. Open a new project
2. Create an empty GameObject
3. Add A Reflection Probe Component to that GameObject
4. Set 1024 Resolution in Reflection Probe Component
5. Click Bake in the Inspector
6. Switch the Target Platform in Build Settings to Android and repeat the steps above
Expected result: Bake loading time when Target Platform is Windows is the same when Target Platform is set to Android
Actual result: Bake loading time is 5 times longer when Target Platform is set to Android in contrast to when it is set to Windows Standalone
Reproducible with: 2018.4.31f1, 2019.4.19f1, 2020.2.3f1, 2021.1.0b5, 2021.2.0a3, 2023.1.0a1
Note:
* Does not reproduce is the HDR switch is off.
* Does not reproduce when HDR Cubemap Encoding is set to High or Low. Only reproduces with Normal

Reflection probe bugs have been deprioritized for the current releases as we're looking towards a more holistic solution.
