Error "Download failed: error.1e000065.Cipher" when downloading Editor from Hub
How to reproduce:
1. Open Unity Hub
2. Click Installs and Install Editor
3. Choose an Editor version and click Install
4. Observe the Download section
Expected result: The Editor version is downloaded.
Actual result: An error occurs while downloading.
Reproducible with: 3.3.0, 3.6.1
Reproducible on: Windows 10
Note: The issue is not reproducible on every machine.
Errors:
Download failed: error.1e000065.Cipher functions.OPENSSL_internal.BAD_DECRYPT.../../third_party/boringssl/src/crypto/cipher_extra/e_chacha20poly1305.c.261. 31369672.error.1000008b.SSL routines.OPENSSL_internal.DECRYPTION_FAILED_OR_BAD_RECORD_MAC.../../third_party/boringssl/src/ssl/tls_record.cc.298.

I tried everything for this, disabling firewall, 'Run as Administrator', quitting and restarting Unity Hub. Nothing worked.
What did work for me was going here: https://unity.com/releases/editor/archive and using the 'Unity Hub' magnet link. For some reason that link bypasses whatever is going wrong in the hub.

We are having this issue as well.
Retrying eventually allows the **downloads** to succeed but then ... the installation fails.
Error message: "Install failed: installation failed".Something is clearly rotten in this download and install code but obviously that's not going to be fixed anytime soon.

I got around this by downloading from the archive and skipping the unity hub installer--> https://unity.com/releases/editor/qa/lts-releases -- From what I gather there's software running on our machines that are blocking the install, be it antivirus or other

Here is the solution guys:
Hello everyone , I finally found a real solution of this problem, I was stuck in this problem for more than 1 month. I was puzzled for so long time. But Somehow the problem was sorted, let me explain. What I was doing when the SSL "error" came and the download failed:
1. I am using Windows 10
2. My PC was connected to internet via my phone's wifi.
3. Antivirus/Firewall was ON. (Solution)What I changed and NOW I can successfully download editor and modules without any error.
1. Now I connected my PC to internet "NOT" via my phone's WIFI. Now I connected my PC to internet via my phone's "USB Tethering". So, now , It works like LAN/broadband/Similar. (This step is vital).
2.I removed data limits of the network by going to Settings>Network & Internet> Ethernet.
3. I changed the Download directory from Unity hub to a Hard drive instead of SSD. Unity hub>Settings>Installs>Downloads location.
4. I turned off all the security features of my antivirus. After that I started to download Editor and modules from hub. I got success, The SSL Crypto error didn't come. And thus I finally successfully installed unity editor, and its modules from unity hub.Conclusion: This thing is not a unity specific error I think, because I got same error(SSL crypto) at android studio while downloading files. I think this error is Windows 10 specific, I never got this error from Windows 7. Have a great day.

I'm having the same issue. Can't download unity editor from my 3.4.2 hub.

The issue didn't raise when I try at my friends pc with where he was install unity hub a log time ago and didn't update it . whenever i update it 3.4.1 and then same issue have raise with my friend pc also

I have two separate PCs which both have the same issue. It almost always happen with only the Editor application and the Android SDK. If I keep pressing the reload button it eventually downloads, but then the installation fails with no additional error message.

Same issue on Unity Hub 3.4.1. Only difference is the openssl file causing the error is slightly different in my case
Download failed: error.1e000065.Cipher functions.OPENSSL_internal.BAD_DECRYPT.../../third_party/boringssl/src/crypto/fipsmodule/cipher/e_aes.c.1089.
Really annoying issue, I can only seem to work around it by manually installing the Editor from Unity's download archive and then finding the existing install in Hub. This doesn't let me add additional modules to it, though.
Side note: I couldn't even use the log in buttons for this issue tracker in Firefox, had to switch to Chrome just to comment...

Actually it is reproducible with almost all 3.0.0 versions of the Unity Hub. Having the same issue with 3.4.1
