Disabling the Quality checkbox for the DOF effect in HDRP doesn't disable child properties
Reproduction steps:
1. Open attached project "HDRP_DOF_Minimal.zip" and scene "SampleScene"
2. In Hierarchy window, select "Global Volume" GameObject
3. In Inspector window, disable the "Quality" setting checkbox
4. In Inspector window, observe and interact with Near and Far blur sliders.
Expected result: The sliders are disabled
Actual result: The sliders are not disabled
Reproducible with: 7.5.3 (2019.4.23f1), 10.4.0 (2020.3.3f1), 11.0.0 (2021.1.1f1), 12.0.0 (2021.2.0a12)
Could not test with: 2018.4.33f1 (compilation errors break project)

Resolution Note:
With volumes in general we don't want to disable some parameters based on others because this will affect negatively some workflows (for example you can't override "just them" and you're forced to override the dependent parameter).
So the behavior that is described in the ticket is by design.
