[Backport] [Mobile] [URP] Banding like artifacts are visible when smooth material is lit by light
How to reproduce:
1. Open the attached project ("BugiOSProbuilder2021.zip")
2. Switch Build Platform to Android if necessary
3. Build And Run on a device
4. Observe the oscillating reflection of the light
Expected result: Reflection of the light does not contain banding like artifacts
Actual result: Reflection of the light does contain banding like artifacts
Reproducible with: 10.4.0 (2020.3.0f1), 10.7.0 (2020.3.22f1), 11.0.0 (2021.1.28f1), 12.1.0 (2021.2.1f1), 13.1.0 (2022.1.0a13)
Not reproducible with: 7.7.1 (2019.4.32f1)

Note:
- Increasing smoothness makes the issue more apparent
- Not specific to ProBuilder meshes, reproducible with regular 3D Objects as well
- Not reproducible with BiRP
- Reproducible with directional, spot, and point lights
