Android NDK is missing when installing it using Unity Hub

Reproduction steps:
1. Install Unity Editor with Android Build Support using Unity Hub
2. Create a new Unity project
3. Go to Edit > Preferences > External Tools > Android > NDK
4. Observe the "Android NDK Installed with Unity (recommended)" field

Expected result: Android NDK is not missing and there are no warning messages
Actual result: "You are missing the recommended Android NDK. Install the recommended version using Unity Hub" warning message is displayed

Reproducible with: 2022.2.0a12, 2022.2.0a18
Not reproducible with: 2020.3.36f1, 2021.3.5f1, 2022.1.7f1

    Support for newer android tooling was added in 2022.2.0a19 and up

    This happens to me in all versions of 2021.3.x except .2 and .5
    On Windows.

    Noticed this ticket says not reproducible with 2021.3.5f1...
    but this is happening to me on 2021.3.5f1 :(
    android module installed, editor NDK pointing to the unity installed folder by default, on building an APK, says NDK not found
