[Adaptive Performance] CPU and GPU levels are not managed right away with Samsung Provider PV 1.1.6
Steps to reproduce:
1. Open attached project
2. Make sure you have Samsung Provider Package Version 1.1.6
• Does not reproduce with Samsung Provider Package Version 1.1.4
3. Build and Run Auto Performance Control scene on device
4. Observe that CPU and GPU levels do not rise or fall based on performance
5. After around 10 minutes the CPU GPU levels start to fluctuate
Expected: The CPU and GPU levels should be managed from the very start
Actual: The CPU and GPU levels stay at 0 for a long time before AP starts managing them
Notes: Tested with Adaptive Performance Package Version 1.1.6
