[Usability] HDRP Wizard calls for VR fixes when opening the HDRP Wizard a second time after they have already been applied and the Wizard has finished checking
*Steps to reproduce:*
# Create an HDRP 3D Project
# Open the HDRP Wizard (Window > Rendering > HDRP Wizard)
# Scroll down to the VR panel, expand it and click "Fix All"
# Wait for the Packages to be installed and observe the "Done" checkmarks, check that the Packages have been installed in the Package Manager
# Close the HDRP Wizard and open it again, observe the VR checkmarks and the Wizards window label showing "Checking"
*Actual results:* When the HDRP Wizard is opened again, the VR packages and fixes are shown as not installed, the Wizard shows "Checking" to update, but then the "Checking" state is finished and only then after a while the check marks change to green
*Expected results:* When opening the HDRP Wizard a second time the VR fix check is done immediately and the Wizard shows "Checking" state until all the processes are complete, including verifying if the fixes are actually already applied
*Reproducible with versions:* 2023.2.20f1, 6000.0.24f1
*Not reproducible with versions:* 2021.3.45f1, 2022.3.51f1, 2023.1.20f1
*Tested on (OS):* Ubuntu 24.04, Windows 11
*Note:* Sometimes the "XR Legacy Helpers Package" checkmark does not turn green
