[WSA] FileNotFoundException: Could not load file or assembly 'netstandard thrown in Editor under .NET Standart with empty script
Steps to reproduce:
1. Create a new project
2. Set backend to .NET and set API compatibility level to .NET Standart 2.0
3. Create a script and attach to a game object
4. Play the scene
5. Observe the error in Console
Actual results: Exception is thrown
Expected results: Exception should not be thrown
Reproduced with: 2018.1.0b4. 2018.2.0a1
