[Windows] Unity Editor doesn't load layout or keep maximized state on project upgrade
Reproduction steps:
1. Install Unity 2020.3 and Unity 2021.2
2. Open the attached repro.7z project in 2020.3
3. Make the Unity Editor window fullscreen
4. Close the Unity Editor window
5. Open the project in 2021.2
Expected result: The Unity Editor is still fullscreen and has the same layout
Actual result: The Unity Editor is windowed and the layout is a default layout

Resolution Note:
Layouts are now per version since 2021.2 to prevent serialization issues. You can restore a previous layout version using the menu items Window > Layouts > Other Versions
