[VCS] Moving multiple files while version control is enabled is very slow
How to reproduce:
1. Add the attached project to your preferred workspace and open it
2. Connect it to Perforce or Plastic SCM
3. Submit all of the materials in the "Folder 2" folder
4. Select all of them at once and move them to the "Folder 1" folder
5. Observe the time it takes to move the materials
Expected result: moving multiple files is fast both with VCS on and off (1-10sec)
Actual result: moving multiple files with VCS on is way slower (1000 materials took around 1-2sec to move with no VCS on and 06:30 minutes with Perforce enabled)
Reproduced in: 2020.1.0a18, 2019.3.0f4, 2019.2.16f1, 2018.4.15f1, 2017.4.36f1

Resolution Note:
We repeatedly tested the reported scenario on Windows and macOS with the latest version of the Unity Version Control package, and couldn't observe the timing issue anymore.
Using a similar test project, the movement of 1k materials to a different folder only takes a few seconds to execute and be captured by Version Control.
