UWP Executable Only Build fails when package includes native code file
How to reproduce:
1. Open the attached project "NativeCodePluginRepro.zip"
2. Build And Run the project
Expected results: The Build is successful
Actual results: The Build fails with an error "IOException: Failed to copy Packages/com.imports/Plugins/MicrosoftGeospatialDecompressionStubs.cpp to Temp\StagingArea\Data\il2cppOutput\MicrosoftGeospatialDecompressionStubs.cpp: The system cannot find the path specified."
Reproducible with: 2019.4.34f1, 2020.3.17f1
Not reproducible with: 2020.3.18f1, 2020.3.25f1, 2021.2.6f1, 2022.1.0b2
