URP Template paint bucket rendering wrong in Win OpenGLCore
Steps:
1. Create a new URP template project
2. Open SampleScene
3. Observe the "Paint 1G Bucket", Editor is using DX11 and it's rendering correctly
4. Switch the Graphics API in PlayerSettings to OpenGLCore
5. Observe the "Paint 1G Bucket" is covered by "PBR Shadergraph Example" texts

Win DX11, Win Vulkan are fine. So Win GLCore only.
