[URP] Decal rendering is affected when changing Render Scale value
Reproduction steps:
1. Open the user's attached project
2. Open the Game View
3. Select Assets > ChangeMyRenderScale.asset
4. In the Inspector window navigate to Quality and change the value of Render Scale
Expected results: In the Game view, the white square has sides of even length
Actual results: In the Game view, the white square changes scale to an oblong rectangle
Reproducible with: 12.1.6 (2021.2.19f1, 2021.3.1f1), 13.1.8 (2022.1.0f1), 14.0.2 (2022.2.0a11)
Couldn't test with: 7.7.1 (2019.4.38f1), 10.9.0 (2020.3.34f1) (Couldn't resolve console errors)
