[URP] Blue flash becomes visible for a moment while 2D URP project template loads
How to reproduce:
1. Open Unity Hub;
2. Click “New” in “Projects” section;
3. Select “2D URP” template enter project name and click “Create”;
4. Once project loads, observe Scene View.
Expected result: Scene View should be presented without any blinking.
Actual result: Blue flash becomes visible for a moment.
Reproducible with: 2021.2.0a20, 2021.2.0a21, 2021.2.0b15;
Not reproducible with: 2021.2.0b1, 2021.2.0b14, 2022.1.0a1, 2022.1.0a11;
Could not test with: 2019.4.30f1, 2020.3.19f1, 2021.1.22f1, 2021.2.0a19 (2D URP template not available).

This is by design since the default behaviour would be to enable Async Shader Compilation
