Unity Package manager freezes on Starting server when proxy is enabled
There is no ability to start Unity project if proxy is enabled.
To reproduce:
0. Preconditions: Launch proxy.
1. Run Unity.
2. Select or create a new project.
Actual result: Project launch freezes on Unity Package manager: Starting server stage.
Expected result: Project starts with no issues.
Note:
Editor throws the error:
Connection timed out. If you are using server ensure it is configured correctly.
Regression since 2017.2.0b1.
Works fine in 2017.2.0a4.

Still not fix in 2017.3.0b8, I have a laptop and a PC, OS of my laptop is win10 Home, PC is win10 professional, unity works well on my PC, but if I try to open even an empty project on laptop, it freeze at Start Server (Faild to load package manager), and Editor.log show up something like unable to connect with something, I tried UNITY_NOPROXY, turn off internet proxy, none of them work, still does not fix, in 2017.1.0f1, everything works really well.

This is a bunch of crap...
I am on a Team ..and I am way behind on my work Project .. FIX IT .. Or I will have My Team Go to a Different Engine...

Still a problem after updating to 2017.2.0f3. Please respond unity moderators to this "Unity Packages failed error".

Still problematic for me in 2017.2.0b5.
Disabling the proxy in internet options gets me past the error and reenabling it after the Package Manager is finished results in no problems.
