[UI Toolkit] ListView reorders items when scrolling using a mouse wheel
How to reproduce it:
1. Open attached project '1280267.zip'
2. Load 'SampleScene' scene from 'Assets' > 'Scenes' folder
3. Enter Play mode
4. Hover a mouse over ListView and scroll down and then back up
5. Notice that the first two item's 'indexes' are swapped
Expected result: ListView shows items in the correct order when scrolling with a mouse wheel
Actual result: ListView reorders items when scrolling using a mouse wheel
Reproducible with: 1.0.0-preview.9 (2020.1.0b12, 2020.1.8f1, 2020.2.0a18, 2020.2.0b2)
Could not test with: 2018.4.27f1, 2019.4.12f1, 2020.1.0b11 (UI Toolkit was not yet introduced), 2020.2.0a17, 2020.2.0b3, 2020.2.0b6 (due to errors with the packages)
Note: Was able to reproduce on Windows, but on Mac it was not reproducible
