[UI Toolkit] Cursor is reset back to default after hovering on a UI Document Visual Element
How to reproduce:
1. Open the attached project
2. Open SampleScene
3. Click Play
4. Hover the cursor above the red rectangle
Expected result: Cursor does not change
Actual result: Cursor resets to the default cursor
Reproducible with: 1.0.0-preview.14 (2020.3.5f1, 2021.1.4f1)
Not reproducible with: 1.0.0-preview.7 - 1.0.0-preview.13 (2020.1.8f1), 2021.2.0a1, 2021.2.0a14
Could not test with: 2018.4.33f1, 2019.4.24f1 (UI Toolkit not available), 1.0.0-preview.3 - 1.0.0-preview.6 (will not draw the ui document)
Notes:
1. If you click anywhere on the screen the cursor will reappear
