[UIR] UIElements alters the state of Random
How to reproduce:
1. Open the attached 'ui-elements-random-state.zip' project
2. Enter Play Mode
3. Observe the Console's log
Expected result: Random state changes once
Actual result: Random state changes twice
Reproducible with: 2019.3.0a11, 2019.3.0b7, 2020.1.0a8
Not reproducible with: 2019.2.8f1, 2019.3.0a10
Could not test: 2017.4.33f1, 2018.4.11f1 due to namespace error
