The Web diagnostics overlay only works with the default template
Steps to reproduce:
- Open a Unity project
- Switch platform to Web
- Open File > Build Profiles > Player Settings > Resolution and Presentation
- Select template "Minimal" or "PWA"
- Open File > Build Profiles > Player Settings > Publishing Settings
- Enable "Show Diagnostics Overlay"
- Click on "Build & Run"
Actual results: The diagnostics overlay is not available in the build.
Expected results: A button is available in the build to open and use the diagnostics overlay.
Reproducible with versions: 2022.3.0f1, 6000.0.0b1, 6000.1.0a1, 6000.2.0a1, 7000.0.0a1
Not reproducible with versions: None

- The code that adds the overlay is missing in the "Mininmal" and "PWA" template. To fix this bug just copy the parts over from the "Default" template. For the button the version used for mobile/fullscreen can be used in the other templates.
