Slider not calling OnValueChanged when Reload Domain and Reload Scene options are disabled
How to reproduce:
1. Open the attached project's Scene labeled "SampleScene"
2. Enter the Play Mode
3. In Game View, Move the Slider around
Expected result: OnValueChanged function is called
Actual result: OnValueChanged function is not called
Reproducible with: 2019.3.0f6, 2020.1.0a22
Couldn't test with: 2017.4.36f1, 2018.4.17f1, 2019.2.20f1 (Enter Play Mode Settings does not exist)
Note: Doesn't reproduce when either Reload Domain or Reload Scene is enabled

Resolution Note (2020.2.X):
With the option enabled Start/ OnEnabled is not called which is what was calling the onvalue changed entering playmode.
