Seeded UnityEngine.Random is not deterministic when there is an active Post Process layer in the scene
How to reproduce:
1. Open the attached project ("case_1155434-RNGPPVBugReport.zip")
2. Open the repro scene ("TestScene")
3. Enter play mode, press "R" and note down the numbers in the console
4. Repeat step 3 to confirm that the same numbers are generated each time
5. Activate Main Camera's Post Process Layer component
6. Enter play mode, Press "R" and note down the numbers in the console
Expected results: The same numbers are generated
Actual results: New set of numbers are generated each time, regardless of the given seed
Reproducible with: 2018.4.1f1, 2019.1.4f1, 2019.2.0b3, 2019.3.0a3
Couldn't test with 2017.4 because it does not support Post Processing package
Reproducible with package versions: 2.1.0, 2.1.6

Resolution Note (fix version 2.1.7):
The calls to UnityEngine.Random have been replaced with an internal RNG so it won't have any side effects anymore.
