Secondary display does not become full screen when activated
How to reproduce:
1. Build and run the attached "DualScreenTest.zip" Project on a PC with 2 Displays
2. Click on the button in the center of a screen or hit "R" on the Keyboard
3. Inspect the secondary Display
Expected Behavior: The newly created Display is Fullscreen (same as primary display)
Actual Behavior: The newly created Display is not Fullscreen
Reproducible with: 2018.4.12f1 2019.4.12f1, 2020.1.8f1, 2020.2.0b6
Note: The newly activated display has the provided resolution, however, it is not fullscreen even though the "Screen" variable is set to fullscreen
Update: Verified this behavior has existed since at least 2017.4 and is not a regression.

Resolution Note (2021.1.X):
This behavior has been around for quite a long time and won't be fixed at this time.
To have a full screen on the secondary display(s), you must use the native monitor resolution. If you specify a smaller display size when Activating the secondary display, you'll get a "cut out" window effect. The Screen APIs for setting the display mode, e.g. Screen.fullScreen or Screen.SetResolution, only apply to the primary display.
To ensure the secondary display(s) run as full screen windows, call Display.Active() with no parameters, this will default to the monitor's native resolution and refresh rate.
