Scroll Rect elastic works only in elastic mode with horizontal and vertical enabled
How to reproduce:
1. Open the attached "ScrollRect.zip" project
2. Open Controls scene
3. There are two Scroll View game objects
-ScrollViewDoesntWork it has ScrollRect with only vertical enabled
- ScrollViewWorks it has ScrollRect with horizontal and vertical enabled
4. Play the scene
5. Drag Scroll View Doesn't Work text down and notice that it scrolls away
6. Drag Scroll View Works text down and notice that it bounces back
Actual result: when vertical or horizontal in scroll rect script is unchecked it works like if the movement type = unrestricted
Reproducible: 5.5.0b1, 5.5.0b5
Not reproducible: 5.4.1p3
