Scene View navigation is unresponsive
Reproduction steps:
1. Open the attached “Repro“ project
2. Open the “Assets/Scenes/SampleScene.unity“ Scene
3. Try to move, look around, or select GameObjects in the Scene View
Expected result: Actions are processed and the Scene View is navigatable
Actual result: Scene View doesn’t respond, inability to navigate, look around or select GameObjects
Reproducible with: 2022.3.14f1, 2022.3.21f1, 2022.3.22f1, 2023.2.16f1, 6000.0.0b13
Not Reproducible with: 2021.3.36f1, 2022.3.13f1
Reproducible on: M1 MacOS 14.3.1

Resolution Note:
An error is being thrown from the Normcore package. That error is sent from a method that is registered to the EditorApplication.delayCall callback. Once an error is thrown from that callback, the other methods that are registered to it don't get called. In recent changes to the Scene view shortcuts, we register a method to that callback to set up the contexts of those shortcuts. Because that error is thrown, the shortcuts are not set up properly and that's why the shortcuts don't work in the Scene view. The error thrown from the Normcore package needs to be addressed in order for the shortcuts to work.
