Reuse Collisions Callbacks is not enabled by default when opening a new project with HDRP template
Reproduction steps:
1. Create a new HDRP project
2. Open the GameObject tab in Physics Settings (Edit > Project Settings > Physics > Settings > GameObject)
3. Observe
Expected result: Reuse Collisions Callbacks should be enabled
Actual result: Reuse Collisions Callbacks is not enabled by default
Reproducible with: 6000.0.67f1, 6000.3.8f1, 6000.4.0b8, 6000.5.0a7
Testing environment: Windows 10 Enterprise 21H2
Not reproducible on: No other environment tested
