RenderTexture.useDynamicScale always returns false when in Play Mode
How to reproduce:
1. Open the attached project's "case_1261713-Project.zip" Scene labeled "SampleScene"
2. In the Project Window, select the Render Texture asset named "tex2"
3. In the Inspector, enable the Dynamic Scaling option
4. Enter the Play Mode
5. Observe the Console Window
Expected result: RenderTexture.useDynamicScale returns a value based on if the Dynamic Scaling option is enabled or not
Actual result: RenderTexture.useDynamicScale always returns false
Reproducible with: 2018.4.25f1, 2019.4.4f1, 2020.1.0b16, 2020.2.0a18
Note: Not reproducible with Metal Graphics API

Resolution Note (2020.1.X):
Dynamic resolution is supported using DX12 on Windows editor and Metal on MacOS editor; see https://docs.unity3d.com/Manual/DynamicResolution.html for full list of supported platforms. RenderTexture.useDynamicScale will always be false if dynamic resolution is not supported.
