HDRP Cookie Texture Corruption - ConvertTexture function is broken
Steps to reproduce
---------------------------
1. Download the '' repro project
2. Check cookie resolution is set to anything other than 64x64 (Project Settings->Quality->HDRP->HDRenderPipelineAsset->Lighting->Cookies->Cookie Size)
3. Build & Run
Result;
The cookie texture is corrupted.
