Prefab Asset reference to itself changes when closed and reopened
How to reproduce:
1. Open the user's attached project
2. In the Project window, under Assets, select "Prefab"
3. In the Inspector window, select Open
4. Drag the "Prefab" from the Project window onto the Reference To Prefab Asset field under Reference (Script) in the Inspector
5. Click the "Prefab (Reference)" value to observe the reference selection
6. At the top right corner of the Scene view, select Save
7. In the Hierarchy window, click the left arrow next to Prefab to close it
8. Repeat steps 2, 3, and 5 in that order
Expected result: the Prefab Asset is selected
Actual result: the Prefab root in the Hierarchy is selected
Reproducible with: 2019.4.38f1, 2020.3.33f1, 2021.3.0f1, 2022.1.0b16, 2022.2.0a10
