NullReferenceException is thrown when switching between Quality Levels with Post Processing Volume Update mode set to ViaScripting
Reproduction steps:
1. Open the attached "UrpFix" project
2. Open the "Assets/Scene/SampleScene"
3. Enter the Play Mode
4. In the Game View, switch the Quality Level via the dropdown
5. Observe the results
Expected results: Quality Level switches without any errors
Actual results: NullReferenceException is continuously thrown
Reproducible with: 2023.2.0a9, 2023.2.4f1, 2023.3.0b1
Not reproducible with: 2021.3.34f1, 2022.3.16f1, 2023.2.0a8
Reproducible on: Windows 11 Pro
Not reproducible on: No other environments tested
