Multiple GameObjects don't move accordingly to their local Transform values when moving them together with the Move Tool
Repro steps:
1. Open QA attached project "repro_1068692"
2. Open scene "0"
3. Set the "Toggle Tool Handle Rotation" in the Toolbar to "Local"
4. Set the "Toggle Tool Handle Position" in the Toolbar to "Pivot"
5. Select both Cylinders in the Hierarchy
6. Select the "Move Tool" in the Toolbar
7. Move both Cylinders with the gizmo along any axis
Expected: Cylinders are moved based on their local Transform values
Actual: Cylinders are moved identically
Reproducible with: 2017.4.9f1, 2018.1.9f1, 2018.2.3f1, 2018.3.0a8

Resolution Note (2019.1.X):
This is currently "by design". However, we will address this problem as part of the larger "Enhanced Transform Tools" initiative.
