[Metal] Lag occurs when viewports are fully concealed behind panels
How to reproduce:
1. Download Test.zip project from the cloud (link in the comments)
2. Go to Project window-> Materials-> Open "Quick PBR Graph" Shader in ShaderGraph
3. Make sure that ShaderGraph window is a bit bigger than the Scene view
4. Drag ShaderGraph window to cover the scene view
5. Move nodes in the ShaderGraph window
Actual: Moving panels around the scene causes a lag (check the link in the comments for the reproduction video)
Reproducible with: 2017.4.0f1, 2018.3.14f1, 2019.1.0f2, 2019.2.0a12
Note: The issue reproduces with any other window for e.g. Profiler

I do accept as true with all the ideas they http://windowstuts.net/mobile have presented in this tutorial, they are very convincing and really effective instruction from know about the windows wireless setting.

Resolution Note (fix version 2019.3):
The fix for the issue comes from few angles
- In some ShaderGraph versions, it's known to trigger scene/shadergraph view repaints constantly even without nothing changing. For 2019.2 release, using 6.9.x will fix the issue. For 2019.3, use 7.x
- For 2019.3a10 forward, several performance improvements were done to improve MacEditor window/view handling to fix regression issues that occurred after Xcode/Mac SDK used was updated in 2019.3a2
