Make WebPlayer install to local users Internet plugins folder on Mac.

For consistency between Windows and Mac, we could have both all users and local user installs for both platforms. Currently on Mac we only do an all users install which adds an extra step in the installation when you have to enter admin credentials.

Developing the local user install flow would remove that extra step and make the install flow more user friendly.
