[Linux][Android] ETC1 and ETC2 compression fails when importing textures
Reproduction steps:
1. Download and open the attached project called "ETCLinuxProblem.zip"
2. Select all of the textures from the Project window and Reimport them (Assets/Textures)
3. Observe the Console window
Expected result: No error messages are displayed in the Console window
Actual result: A mix of 'Failed ETC1 compression' and 'Failed ETC2 compression' messages are displayed in the Console window
Reproducible with: 2018.3.0a10, 2018.4.19f1, 2019.3.5f1, 2020.1.0b1, 2020.2.0a2
Not reproducible with: 2017.4.38f1, 2018.3.0a9
