[Lighting Explorer] Static emissives tab should show material without "Show Inactive Objects" enabled
Steps
1. create a new URP template project
2a. In project tab, right click > create > Material
2b. In inspector, enable emission checkbox on the material
2c. In inspector, change the emission color on the material to red
3. in hierarchy, right click > 3D Object > cube
4. drag the material from project tab to scene view
5. drop the material on the new cube
6. in inspector, with cube selected, enable "static"
7. select window > rendering > light explorer
8. open the "static emissives" tab
9. observe material only appears in list when "Show inactive objects" is enabled
expected: material on active object in scene appears in list
actual: material appears in list only if "Show inactive objects" is enabled
Repro: 2021.2.0a3 (URP), 2020.2.3f1 (builtin)
