Incorrect UV overlap happens when using progressive GPU to bake the lightmap
How to reproduce:
1. Open the user's attached "bake problem" project
2. Open the Scene "SampleScene"
3. Open the Lighting settings (Window->Rendering->Lighting Settings)
4. In the Lighting window make sure Lightmapper is set to 'Progressive GPU (Preview)"
5. Bake the light (Generate Lighting button at the bottom left of the Lighting window)
6. Observe the shadows in the Scene view
Expected results: Shadows become blocky, overlapping
Actual results: The shadows are displayed smoothly without any overlaps/blockiness
Reproducible with: 2019.4.23f1
Not reproducible with: 2020.1.0a1, 2020.1.17f1, 2020.2.7f1, 2020.3.3f1, 2021.1.2f1, 2021.2.0a12
Could not test with: 2018.4.33f1, 2019.3.14f1 because the Materials break
