[Hub] Can trigger multiple concurrent Hub installations of the same editor version via Hub link
When using Hublinks to install Unity editors via the Hub, if the user presses the Hublink multiple times, multiple installations of the same editor will begin in the Hub.

Steps to reproduce:
1) Launch Unity Hub 1.1.3(+)
2) Locate a Hublink of an uninstalled editor version
3) Invoke the Hub link
4) After that installation has begun, invoke the Hub link again
5) Observe multiple installations of the same editor version will begin in the hub

I can confirm this issue. It also occurs if you click the "Install version from Unity Hub" web link from https://unity3d.com/get-unity/update while another install has already been started in the hub.
In addition, none of the installs will ever finish, at least for me (they hang at what appears to be 99%)
