[HDRP] Reducing scene view camera clipping planes can result into errors and break rendering
To reproduce simply open any HDRP project and adjust the clipping planes as in the video.
Expected: We clamp the values, users cant input too low numbers and break rendering
Actual: Error and nothing renders
Note: minor issue because users wont use these low values, its just not convenient to use the float slider

Resolution Note:
this property is general to Unity (builtin, URP, HDRP) we can't clamp it solely for HDRP and we want to avoid that, users must be able to setup the value they want.
